Black Sun is one of the most dangerous, influential and powerful criminal factions in the galaxy, they're very powerful and won't stop just because the Empire tells them to.
They're one hughe criminal orginisation, and exist on almost all inhabitated planets. They used to be focused before more on smuggling and piracy but at the start of the Galactic Empire their intrests grew in more land-based operations. And now they're setting up a whole crime network in the undergrounds of Aikhibba, they'll be setting up a hughe smuggling network and sell alot of illegal weaponary to the common folk.
It might be in their interests to make some contact with the Rebellion on the planet if the Empire decides to get too much involved in their business.
